Our graphic designer told us that our Coat of Arms would look unbalanced and incomplete without a creative element above the crest. Graphic designers are always spouting nonsense like that. It's best to listen to them because they tend to be petulant. If you ignore them they are likely to stomp off, leaving you with nothing. We had already paid a deposit on her work, so we weren't willing to take that risk.
The designer suggested that a crown would serve to trick people into believing that Shalampax is a legitimate, serious country; you'd be surprised how few people believed that in the past. Knowing that winning people's trust is important when you're trying to fleece them out of their money, we decided that it would be prudent to accept her suggestion and go for the fake authenticity.
The filigree appears at the bottom of our Coat of Arms because our graphic designer couldn't find anything else in her measly clipart collection that looked half-way decent there.
